I know this has been asked probably a million times but can the 21/16 be counted in subdivisions of 2's and 3's?

Create groups of 2 and 3 which add up to 21 in one bar...then repeat. Looking at that chart, an easy first step would be 4 groups of 4 16ths, followed by 3 16ths. Nothing usual...and just go from there.
